The next few years will determine whether Azerbaijan, the poorest country in Europe, will join the ranks of the oil-rich. In that time, the international oil companies which have flocked to Baku will go a long way towards establishing how much of the potential mineral
wealth can be converted into proven reserves and hard cash. And Azeris, led by their 77-year-old autocratic president, Heydar Aliyev,will determine how that money will change Azerbaijan.
