Leaders of the world's securities exchanges bump into each other so often these days that the industry's unofficial motto is "everybody is talking to everybody. What this really means is that bourse chief executives are rushing to catch up with techno- logical developments that cloud the future of their businesses. With some notable exceptions, the world's stock exchanges remain anachronistic constructs. There are many attempts under way to address the issues, but so far they have met with little success.
